Cavite State University, Rosario Cavite. March 2016. Adviser: Mr. Ariel G. Santos. The study was conducted from august 2016 to May 2017 to develop and evaluate a biometric starting system. Specifically, the study aimed to: 1) design and develop a biometric starting system; 2) construct the device using locally available materials; 3) evaluate the performance of the device in accordance to its operational limitations in terms of the following; a) power activation/deactivation b) finger print recognition and c) screen display d) data recognition e) speed of transferring data; and 4) conduct cost analysis for the biometric starting system.

The study was composed of following parts, Arduino was the software used to control and sense the information of the vehicle. Arduino Uno has a processer of 16 Mhz ATMEGA328, memory of 2KB SRAM, 32KB flash, a digital I/O of 14 and analogue I/O of 6input, o output. It serves as the brain of this system and it is tool for implementing the programmed that has been design or programmed. The function of this Arduino is to analyst the data from finger print scanner then the command from Arduino transfer the data to screen if the finger is correct or not ,if the finger print scanner access the data transfer in Arduino to analyst and came from 12v source or input the output of the device is 5v the problem is we need a 12v to start the engine that situation have brilliant idea we buy a converter from 5v input the output is 15v.

The raw materials cost Php 8,807.00 and the labor cost was Php 3,500.00 The total initial cost of the project was Php 12,307.00.

Testing and evaluation was conducted in 3 trials with terms of speed of transferring data, receiving data, analyst data. The consistency of the process and its speed was measured with the use of a digital stop watch.
